Since becoming a U.S. citizen in 2016, Carlos has served on numerous committees, taking advantage of his background as a registered architect and focused on studying, reviewing or recommending development strategies for Brookline.

Brookline Town Meeting
Town Meeting Member representing Precinct 14 (2019-)
Town Meeting Members’ Association (2022-2023) President of the 255 Town Meeting Member association, promoting education support to the legislative branch of town government.

Chestnut Hill Commercial Area Study Community Advisory Group (2024-) examining the opportunities for incentivizing significant net new commercial tax growth, as well as enhance the livability and identity of the Chestnut Hill commercial area. Website
Town of Brookline Housing Production Plan (HPP) Working Group (2021-2021) developed proactive strategy for planning and creating affordable housing. The group identified and addressed the affordable housing needs of low- or moderate-income people. The plan was approved by the Approved by Select Board on February 22, 2024. Website
Yes on Question 3 Brookline Campaign (2020) advocated for a yes vote on ballot question 3 in the November 2020 election on whether the Town of Brookline should expend funds to purchase the West Parcel of the former Newbury College campus for future municipal use.
Fisher Hill West Uses Advisory Committee (2024-) studying recommendations to the Select Board regarding the Town-owned Fisher Hill Avenue parcels at Fisher Avenue, formerly referred to as the Newbury College West Campus. These uses may include affordable housing, senior services, recreational facilities or other municipal uses. Website

Boylston Street Corridor Study Committee (2020-2023) comprehensively examined opportunities for preservation of housing stock, redevelopment, and infrastructure improvements along the Boylston Street (Route 9) Corridor, between Cypress Street and Washington Street. The committee focused on the production of housing stock and commercial development. Website
- Member of the Urban Design and Massing Sub-Committee
Newbury Campus Zoning Study Committee (2020) studied the proposed redevelopment to build a continuum of care facility and senior housing project. Website
Town of Brookline Hazard Mitigation Plan (HMP) Update Team (2021-2023) identified the risks and vulnerabilities associated with natural disasters, primarily by reviewing historical events. The HMP also included strategies to mitigate future damage from natural hazard events and was approved by FEMA on December 2023.
Centre Street Zoning Committee (2021) reviewed, analyzed and proposed modifications to the senior housing redevelopment proposal presented by Hebrew Senior Life (HSL) for its campus at 108 Centre Street and 120 Centre Street. Website
Design Review Advisory Groups
Balfour at Brookline Design Advisory Team (DAT) (2020) reviewed the architectural aspects of The Newbury (formerly Balfour) senior housing project at Fisher Hill. Website
20 Boylston Design Advisory Team (DAT) (2017) reviewed the architectural aspects of former Dunkin’ Donuts on Boylston/High Street.
Brookline Reservoir Park Design Review Committee (DRC) (2017) reviewed the proposed design for the renovation of the Brookline Reservoir Park. Website
209 Harvard Street Design Advisory Team (DAT) (2018) reviewed the architectural aspects of office building on Harvard Street. The project was canceled by the developer.
118 Gerry Road and 121 Independence Drive Design Advisory Team (DAT) (2018-2019) reviewed the architectural aspects of a multi-family housing project and the Community Center at Hancock Village.
Waldo-Durgin Development Design Advisory Team (DAT) (2022) reviewed the architectural aspects of a residential tower and and a hotel at the location of the former Waldo-Durgin garage in Coolidge Corner. This project in on hold.
Selection/Search Committees
Recreation Director Screening Committee (2024) interviewed and evaluated applicants for the position of Recreation Director. Selected Tim Davis.
Finance Director Screening Committee (2022) interviewed and evaluated applicants for the position of Finance Director. Selected Lincoln Heineman.
Club House Master Plan RFT Selection Committee (2023) interviewed and evaluated applicant firms as prospects for developing a Club House Master Plan at the town’s Putterham golf course.
